Emma Peppler practices in a range of commercial, common, administrative and public law matters, as well as criminal prosecutions relating to local government matters.

Emma specialises in planning, environment and local government matters and associated disciplines (such as heritage, water, land valuation, building and owners corporations).

Since coming to the Bar in 2010, Emma has undertaken advice and appearance work in relation to matters at the Victorian Civil and Administrative Tribunal (VCAT), Magistrates’ Court, County Court and Supreme Court, as well as other Panels and Committees, including:

  • For councils and other statutory authorities, permit applicants and community members in VCAT planning and environment matters;
  • In VCAT’s Land Valuation, General (Freedom of Information), Civil, Occupational and Business Regulation, and Domestic Building Lists;
  • At the Supreme Court (including unled) in relation to appeals from VCAT;
  • In the Supreme Court Wheelahan class action, a claim in negligence and nuisance in respect of contaminated land and also containing claims in relation to contract;
  • For defendants in relation to local government prosecutions, both at the Magistrates’ Court and the County Court (on appeal);
  • In Magistrates’ Court civil applications, including in respect of claiming rates;
  • For councils, at the Victorian Commission for Gambling and Liquor Regulation;
  • In Planning Panels and Advisory Committees; and
  • Providing both strategic and concluded oral and written advice to clients.

Prior to coming to the Bar, Emma was an Associate to then President of VCAT Stuart Morris QC. Emma was also an Associate to Justices Byrne (formerly Principal Justice of the Commercial and Equity Division) and Osborn (formerly Head of the Valuation, Compensation and Planning List) at the Supreme Court.

Emma has also worked as a solicitor and community legal education project manager at the Environment Defenders Office (a community legal centre specialising in public interest environmental law); volunteered for Fitzroy Legal Service; undertaken an internship in Darwin at the Environment Defenders Office Northern Territory; and spent a year working with a non-government environmental organisation in Vanuatu, pursuant to which she attended the 2009 international climate change negotiations in Copenhagen.

Emma is a member of the Victorian Bar’s Climate Change and Environmental Law Panel and a member of the Victorian Planning and Environment Law Association.

Emma speaks fluent Bislama (pidgin English).
